Federal Transit Administration Omnibus Contractor
Palisades was a prime contractor to the Federal Transit Administration in the areas of (1) Technology, Research and Safety and (2) Policy and Budget. Under separate task orders, Palisades technical and management teams performed Transit ITS Oversight Assessments and Technical Assistance, developed management training courses, planned and conducted multi-regional workshops on integrated planning for ITS, researched and documented State-of-the-Art Best Practices in Transit ITS and conducterd financial and technical reviews and assessments of paratransit services.
Transit Communications Interface Profiles (TCIP) [ see Institute of Transportation Engineers -- ITE ]
Palisades was retained by the Institute of Transportation Engineers to direct an "industry consensus" standards development project funded by the US Department of Transportation’s Joint Program Office for Intelligent Transportation Systems. Ms. Lerner-Lam served as the Project Director and was responsible for all liaison activities with other standards development organizations for Intelligent Transportation Systems organizations. The TCIP project produced a suite of standards for transit data communications to enable the deployment of advanced technologies in multimodal, transit and transportation environments. Subcontractors to Palisades on the TCIP project included Cambridge Systematics, ARINC , and the American Public Transit Association.
USDOT Model Deployment Initiative for NY/NJ/CT
Palisades provided local project management, data collection and training for the USDOT-sponsored Model Deployment Initiative (MDI) for the NY/NJ/CT region’s iTravel TRIPS project, a multi-operator, regional transit itinerary planning system involving 28 public transit operators in the tri-state region.

Ms. Lerner-Lam proposed the concept of, and subsequently provided technical program coordination for, a series of working meetings on highway financing and construction in the People’s Republic of China. The series was sponsored by the Economist Conferences (a subsidiary of the Economist Intelligence Unit) and supported by the China Ministry of Communications and the China Communications and Transportation Association . These working meetings were widely regarded as ground-breaking forums for decision makers from global investment and construction firms involved in infrastructure development in China.
Interchange Design Concept for Sustainable Development in China
Palisades was retained by the Beijing Highway Design Research Institute in 2002 to explore alternative interchange design concepts for encouraging sustainable development in China. Ms. Lerner-Lam served as the technical program coordinator for a technical workshop co-sponsored by the China Highway Association that featured David Roper, P.E. and Hal Kassoff, P.E. from the United States and Ir. Leo K. K. LEUNG, from Hong Kong.
